CASE STUDY - OCEAN BATHS

Assume you are the baths Manager of the local ocean baths.  The Christmas and New Year high tides are a hazard to swimmers.  

Heavy seas break into the pool and cause a back swell that can drag swimmers over the northern promenade and into the ocean.

You have taken the following precautions as the bath's manager:

• Placed warning signs in prominent positions.
• Installed safety chain across the northern area.
• Installed a loudspeaker system.
• Stored safety and rescue equipment in an accessible position.

This year the situation is particularly dangerous. The north-easterly swell and winds have created a heavy surf. It is the last Saturday in December. You have clearly announced over the loudspeaker system that waves breaking into the pool are very dangerous. Everyone is to leave the northern end of the pool. Three people have refused to move as instructed.  As you walk towards them, a large wave drags them back into the dangerous surf.  You radio the surf and rescue helicopter, then use your own rescue equipment to try to save the three swimmers.  Two of them are rescued unharmed.  The third person is seriously injured.

In order to avoid similar situations in the future, your recommendations is, that when the sea is high and crashing into the pool, the baths should be closed to all swimmers.
