I think you will find this quite interesting. First, this is a poll taken in 2000 of major scholars in law, politics, and history, chosen from both sides of the political spectrum, ranking and rating US presidents up to that point in time.
There is another poll of historians done frequently by Sienna College and I find it interesting because it gives presidents a ranking in 20 different categories. As you can see, none of the categories is explicitly a political category. Some are innate capacities like intelligence or imagination. Others are skills like relating to Congress.
