Can you prepare the java code from pseudo code?

In pseudo-code write this code with modules:

Program: Write a program that asks for purchase price and to calculate, state sales tax, county sales tax and then display purchase price, both sales tax amount and then the total.

The state tax is .04 and the county tax is .02.

The issue i am having is that i am problem with passing arguments by reference. How do I take the code from one module and then put it in another module? This one is complex and I don't know how to do it
