What happens when a public administrator disagrees so strongly with what they are being instructed to do by their superiors that they refuse-either publicly or privately-to do as they are told? What if they feel they simply must do what they think is right? Now, what if it is not just one person, but a large group of people who feel this way? This type of dissent happens more often than you might think. So much so that there is a name for it: guerilla government.
