Would rather have a modernizing dictator

Question: Some think the Shah was doing good despite his other evil acts. Others think that his evil acts erase any good that was to come from any of his other good acts (such as opening schools, modernizing,...etc.).

In assessing regimes and leaders, we have to look at both the good and the bad. So what do you think? Would rather have a modernizing dictator? or a non-modernizing dictator? or a democratically elected peace-loving ruler that does nothing to change society?

Please note: In traditional societies where entrenched interests don't allow any change, you cannot be a nice peace-loving guy and still force these folks to do any meaningful change. You do not have the choice of saying "I want a democratically elected peace-loving leader who will also change this society and government". Won't happen.
