You've got light traveling in air that hits the top of awater-filled swimming pool perpendicularly (i.e. the angle of incidence is zero). Mathematically, Snell's Law predicts that nobend occurs (since the sine of zero is zero...so you'll just getzero for the angle of refraction as well).

Why wouldnt you expect refraction?
