Why is the climate drier on the eastern side of our California mountain ranges than it is on the western slopes?

a- Deserts are usually found on the east side of mountain ranges

b- The prevailing winds from the west are diverted by the mountain ranges and carry the moisture to northern California rather than eastward over the mountains
