Please listen to WLRN's Detention by Design, episode 1-2 (episode 3 is optional), which speaks to the moment when INS begins contracting with local county jails in rural Florida to imprison Haitian immigrants in the 1970s. This is the latest research in the field and we're going to also read brief 25 pages from the amazing research of Dr. Jessica Ordaz on immigration imprisonment during the post war period in southern California. Dr. Ordaz is a faculty member in the Ethnic Studies Program at the University of Colorado at Boulder.

This past week, we learned that local immigration field offices have prosecutorial discretion over who to detain and deport, in part based on political will/ capacity and in part due to technical capacity. This week, we're going to learn about the political landscapes that give rise to immigration detention at a regional in Florida against Caribbean/ Haitian immigrants, and in California against Mexican immigrants. Can you please summarize and describe the political landscape in both or either? How and why is INS moving to imprison Mexican and Caribbean immigrants -- in a time that it did not have the technical (think infrastructural) capacity to do so?
