Why is honesty or integrity testing controversial? Please comment on when these test should be used.

Interview Question:

You are driving through the Canadian Prairies and haven't seen another car on the road for hours.  There is literally no one on the road but you.  You see in the far distance in front of you a railroad crossing with a stop sign.  You're still about a kilometer short of the railroad crossing, so you look to left and down the railroad track, and look right and down the railroad track, and there is no train coming from either direction.  The view is clear and you can see all the way to the horizon in both direction, and you know it is safe to run the stop sign.  Do you keep your speed and run the stop sign at the railroad crossing?
