Why have these recognition programs and pay the overhead

Problem

When we discuss employee recognition programs, are they really worth the cost? Organizations pay an exorbitant amount of money to institute these programs and many times get very little value in return. Does getting a $200 gift card make you work any harder or provide any additional value to the organization? Why wouldn't you have provided that value prior? We can't say that it is all about the money because there have been several articles lately that state the opposite, that employees would take less money for better quality of life. So if money is not the motivator why have these recognition programs and pay the overhead?
