Question- Why doesn't CpCr(CO)3H insert into simple olefins, such as but-1-ene, whereas Cp2ZrHCl does easily?

The chromium complex is 18 electron, whereas the zirconium complex is 16 electron. And the Zirconium is d0, and I believe the chromium is d4. Is it because there is no vacant d sub shell on the chromium which can interact with a double bond?
