Likert (1961, 1967) found that managers reported that a Participative Group Management style ran the most productive departments. The least effective departments modelled an Exploitative Authoritative Style.

Even though the Participative Group Management style ran the most productive department, why do some employers and employees still prefer Exploitative Authoritative-Managerial styles over the Participative Group Management style?
