Pretend you are the staff advisor to a practicing emergency manager in a modest-sized community (e.g., 100,000-200,000). The city is on a river with a history of major floods. In fact, the city has just experienced such a flood, and it is apparent to city leaders that there was considerable variation in the preparedness of households in the 100-year floodplain. The city council has asked the emergency manager to give a presentation on actions that he or she plans to take over the next year to increase preparedness among the 100-year-floodplain citizens. As staff members of the emergency manager, what advice do you have for them about what they should discuss before the city council. The advice must be stated as cause/effect statements with variation in household preparedness as the dependent variable.
