Assignment:

The US Constitution is the second effort to forge a cohesive government in which the sovereignty of the individual states was conceded to the federal government. The Confederation of States failed in that the states had not conceded enough of their sovereignty to the central government. Thus the US Constitution allocates certain areas of authority to the federal government [the 'enumerated' powers, See Article 1, Section 8 (Note: To which branch of the federal government these 'enumerated' powers are given and compare with powers given to the President in Article 3, Section 2] with other powers retained by the states [See Amendments IX and X]. One of the enumerated powers on which we will focus is the 'interstate commerce clause' and the concession of authority to central government embodied in the 'supremacy clause'.
