Your state was the first state in the nation to operate drug courts. Drug courts provide counseling and services to nonviolent offenders who are also addicts. The state asked a third party to evaluate the program's efficacy and cost-effectiveness. The program evaluation documented that the program was more effective than all other types of diversion programs, and that it was the most cost-effective based on a cost-benefit analysis. In spite of these findings, when the governor faced a budget deficit situation, the program was eliminated.
