Select a particular actor/agent (individual, state, NGO etc.) who is a global figure in International Relations. Choose a historical actor pre-20th Century. You will then describe the role of that actor.

Answer the following:

1. What is the historical context of the actor's impact and how might that have affected the issue? (date, location)

2. What are the defining issues and what are the competing solution approaches?

3. What was the role of the actor and what was accomplished? Did the actor expand or contract the role in any way?

4. Offer a brief predictive statement as to how this actor and issue may present in the future. An APA end reference citation is required.
