This assignment is a public problem assignment. This should include a thesis (your argument) as well as specific evidence to support the thesis and a conclusion.
1. Is there a societal problem that you observe in your professional or personal life? This could be anything from the quality of your children's school to the cost of your commute to work to how safe you feel in a park near your home. Be creative. Explain what you observe using an anecdote or example that illustrates the problem.
2. Which public value does this problem threaten? While it may threaten more than one, choose one of the following, efficiency, equity, liberty, security, history, the future, to focus on. Describe the public value, and then explain how your situation relates.
3. Is this just a problem that you encounter or is this a public problem? Using data, demonstrate whether the issue (education, environment, public safety, the cost of housing, etc.) is a state-wide problem by comparing New York State to other states. In doing this, you may need to find a variable that is a "proxy" for your issue, meaning you may find a variable that is close to your issue, but not a perfect match. Make sure to define the measures you used in your analysis. What do they measure? What do they not measure? Why do you think they relate to this important policy debate?
4. Demonstrate the comparison of New York to at least 10 other states using visual illustrations:
- At least one table
- At least one pie or bar chart
- At least one scatter diagram/graph or a time-series graph.
- Is New York better or worse off than the other states? Explain how 4a, 4b, and 4c support or refute the case that your problem is a public problem.
- Is there a city or state government agency (or agencies) that has/have authority over this issue? Describe the agency or agencies, its purpose, and what you suspect is the problem with how they are overseeing the issue.
- In conclusion, is it the case that your situation is an individual problem or a public problem? Explain your view. If it is not a public problem, explain whether you believe additional data collection would better support the case of this being a public problem.
