Bureaucracy is effective as an organizational structure. However, it may not be very efficient in most cases. Efficiency today, is often resulting in flatter hierarchies. However large unchanging organizations like public utilities even large manufacturing organizations still are both efficient and effective through their use of bureaucratic organization structures.
