Question: In 2010, to reduce crime in Wisconsin, the state legislature passed a three-strikes law which allowed a prosecutor to charge a defendant with a special violation for their third felony that mandates the judge to sentence them to life imprisonment without the possibility of parole. In 2020, a study found that the state crime rate declined slightly, but plea bargaining came to an end as prosecutors had nothing to offer the defendants and the defendants had nothing to gain from pleading guilty, so all defendants demanded jury trials. The success rate for guilty convictions by juries dropped dramatically. Also, the courts became so backlogged that the wait time for a trial went from six months to three years and many cases were dropped because the courts could not provide a speedy trial as guaranteed by the U.S. Constitution.
