In Toronto, which is the largest Uber market in Canada, Mayor John Tory believes that Uber is there to stay. Since it began operating in Toronto in 2012, Uber has been a problem for taxi companies, who have seen significant declines in ridership, and for the municipal government. Charges were laid against Uber drivers for breaking city bylaws. Toronto even took Uber to court in an effort shut down its operations. However, in 2015, an Ontario court judge ruled that Uber was not a taxi service and that current bylaws did not apply. After lengthy debate, Toronto City Council voted to review taxi regulations and urged police to enforce current bylaws against Uber drivers. In October 2015, Uber was asked to stop operating in Toronto until new bylaws were created to regulate both the ride-sharing and taxi industry. Ian Black, the general manager of Uber Canada, stated that Uber would continue to operate in Toronto.
