In this video, Patterson discusses the factors that led to a growth in presidential policy leadership over the course of U.S. history. As a result, today's modern presidents take a much more central role in domestic policy formation. First, identify and explain the four factors that increase presidential success when engaging in policy leadership with Congress. Second, identify which of these you think is the most important for presidential success and explain why. Give at least two supporting reasons/explanations for your answer. Finally, consider both the positive and negative aspects of using executive orders as a means of making policy. If you were the president, would you see executive orders as an effective policy making tool? Defend your answer.

The four factors that increase presidential success:

1. Whether the president has just won election by a wide margin.

2. Whether the president is highly popular with the American public.

3. Whether the president's party has a congressional majority.

4. Whether the lobbying groups supporting the president's proposals are more powerful than opposing group.
