Question: Dolly Drake, who has Stage-IV breast cancer, decides to participate in a research study lead by Randy Researcher that is investigating the safety and efficacy of a new drug for breast cancer. When Dolly consented to participate in the research study, she waived her right to access the study records that document her response to the drug during the course of the research (although she was told that she would have access to the study records upon completion of the study). Assume that, during the study, Dolly asks Randy Researcher for access to her study records. Randy says, "No." Can Dolly "appeal" this negative decision or otherwise have it reviewed?
