Why are companies fined so much... why do they continue to do unethical things even after seeing other companies get caught and fined.

In this exercise I would like you examine the reason why you feel companies do unethical things. Yes we know it's to make more money but why would a hugely profitable company run the gamble of massive fines if/when caught engaging in unethical practices.
