What would your ideal correctional facility look like

Question - There are lots of philosophies of incarceration. I have seen the pendulum swing from rehabilitation to "lock 'em up and throw away the key." Research Sheriff Joe Arpaio's method of incarceration in Maricopa County (Phoenix, AZ). He has since been defeated in an election from his position as sheriff but he was re-elected prior on numerous occasions. He ran pretty austere facilities (peanut butter sandwiches for lunch, bare, minimum housing items, only educational TV programs, etc.). Given the popular theory of "Tough on Crime" today, is this a good philosophy to follow regarding the treatment of offenders? If so, why aren't more correctional facilities following Sheriff Joe's model? What would your ideal correctional facility look like?
