A current threat has arisen from an unknown email source directed to you, showing an attached photo of what appears to be a nuclear and radiological device. The email also stipulates that the nuclear and radiological device is authentic, and the terror group plans to detonate it in your town next week. Consider that this is a small city and not a major metropolitan area.

As a nuclear risk mitigation specialist, what would you propose as an appropriate risk mitigation plan to help prepare your local community and government?
