This chapter you learned about different crime frighting and prevention strategies developed and used by police. Earlier in the course you learned about organizational and sub-cultural dynamics that contextualize and influence police work. David Simon's Homicide (and the Peabody Award winning television episode based on it) does a great job illustrating the latter as it pursues the former (in this case, lower homicide rates in Baltimore). This reading is meant to get you to recognize how human dynamics (like politics, office politics, personalities, red balls, lying, dry erase boards, leadership, risk aversion, etc.) are loaded with implications that can undermine the best of policy intentions.

Imagine you are a consultant with the International Association of Chiefs of Police (IACP). You spend a couple of days in the homicide unit of the BPD and observe what transpires through page 46 of the Simon reading. Then you observe the homicide investigation and consequent interaction of the routine way the detectives do things (and their mindsets) with Robin William's character, suspects, and community members (as seen in the Homicide video). You are charged with making recommendations that will result in (i) a higher homicide clearance rate,(ii) increasing the quality of cases that move forward to trial (hopefully leading to more convictions and less people being charged erroneously), and (iii) improving the quality of police-community relations. You have a few more months to go with you consultancy but what are two things that immediately jump out to you as things (behaviors, mind sets, workplace conditions, practices, etc.).
