Scenario
Priscilla is a case manager for an emergency housing service in the Northern suburbs of Sydney. As is often the case, she has many more clients in need than housing options on her books. This morning, Priscilla is meeting with a new client, Anjelica. Anjelica arrives with her child Zephyr, who is four years old. Both are dressed well, and the little boy is quiet and well-behaved. Priscilla notes that Anjelica arrives in a very expensive luxury car. She is exceptionally well groomed, and Priscilla thinks that Anjelica doesn't look like someone who needs emergency housing. As Priscilla begins to establish a rapport with Anjelica, she discovers that she has been subjected to a sustained and often violent pattern of abuse for more than three years.
Priscilla also assesses that Anjelica's husband, who is considerably older than her, has complete control over all aspects of her life - including her phone, social media, what she and their child wears, what she eats and when she leaves the house. She must tell her partner everything she does, including where she goes, who she talks to and whether they are male or female. She barely has contact with her own family.
Anjelica has recently been diagnosed with depression. She often does not go anywhere because she fears the 'inquisition' and her husband's behaviour when she comes home.
Anjelica tells Priscilla that she is too afraid to return home because her partner believes she is at a doctor's appointment. She will have no receipt or proof of having been there, and when he discovers that she has lied, she fears what he will do to her.
While Priscilla has every sympathy for Anjelica's situation, she cannot place her in immediate housing. Instead, she coaches Anjelica on establishing a go-plan and identifying resources she can access to leave. She tells Anjelica that she has clients without her financial resources and education who she has to give priority to.
