Problem: Researchers were interested in the average speed of traffic on a certain section of roadway in NYC where the speed limit is 25 MPH. A set of 60 speed samples was randomize with regard to the time of day, day of week, season, and weather considerations. Sample average speed was 28 MPH, and the sample standard deviation was 7 MPH. Does this evidence suggest that the average speed significantly exceeds the speed limit? Please predict a hypothesis test to answer this question.
