What was Madison's opinion of the Bill of Rights overall? It is an essential part of the Constitution, without which the republic will slip into the tyranny of the minority. It is not needed because most states have their own Bills of Rights that haven't worked very well. It is probably unnecessary, but it will be a useful backup in case people or institutions fail.
