Topic: Oil Heating Fraud Scheme
Have included a power point to demonstrate the oil heating fraud. Plenty of information online as well. Must be 7-10 pages enough to explain fully!
The paper should follow this format:
1. Introduction - Provide a short description of the case and findings. The introduction should not exceed a paragraph or two.
2. Executive Summary - Provide a more detailed background of the case, what entities were involved, who investigated the event, and the outcome.
3. Investigative plan - The body of the paper. List each element to be included in the investigation, and then discuss each element in detail. You might consider the following elements:
· Legal implications - Would you consult with an attorney? What type of attorney (prosecutor, defense, in-house, or a combination)?
· Evidence - What type of evidence do you need to collect? How will you collect it? How will you analyze the evidence?
· Interviews - Who will you interview? What type of interviews will they be? What do you hope to learn during the interviews? At what point in the investigation will you conduct each interview?
· Specialists - Will you need to engage an outside specialist to help you analyze the data (for example, a cybersecurity expert)? What type of specialist?
· Other agencies/companies - will you need to coordinate with other law enforcement bodies? Which ones? What about investigative firms or other service?
· Surveillances - Will your investigation require surveillances? What kind (mobile, stationary)? What do you hope to observe?
4. Summary & Analysis - Reiterate the goal of the investigation and the thought process behind your investigative plan. Describe why you believe your approach was effective, and analyze what the real-life investigators could have done better, if anything.
5. Conclusion - Briefly summarize the report.
