Question: A World Without Reinsurance

Discuss (and in your classmate response posts, debate) what the world economy would look like without reinsurance.  Just imagine that the insurance industry exists and sells policies for all sorts of property and casualty exposures, but for whatever reason, world governments have prohibited reinsurance transactions.  How would the insurance industry and the world economy be different in a world without reinsurance?
