"'Law and order,'" she concludes, "depends as much on what the community agrees to be permissible or impermissible behavior as it does on the letter of the law." Furthermore, "Violence is not necessarily the opposite of law and order but often an attempt to preserve the social order against the alleged subversive threat of those who seem to endanger it" (164).
