Question 1. What the author means by "the attack on public welfare" is that America was trying to go into a trending positive direction and felt as is people that benefited from public welfare were holding them back because they had to be paid for which costed more money. They wanted to be a postindustrial economy.
Question 2. One group that benefited during the war time were people in poverty as the Economic Opportunity act was put in place to get them on their feet. A second group were the people in power in each state through the social security act because they got way more assistance in helping the impoverished in their specific state. Single Parents also benefited economically because they had assistance in cases where they were financially struggling due to one parent leaving and got relief from the government for that.
Question 3. From 1960-1970 African Americans were given a fair shot to get a job due to the Equal employment opportunity commissioning the civil rights act of 1964 which basically meant that they could not be denied a job simply because they were black. They were trying to get as many people out of poverty as they could because poverty is a damage to any country. Workers in technology had an advantage too as the manpower development and training act was passed in 1962 that allowed them to keep up with the training and the way the technology was advancing so that they would not get outdated.
Question 4. I'm not sure who was excluded but if I had to take a guess it would be the upper class of the society because they were already trending up and the whole point of the acts passed were to ease the poverty rate.
