Question: First post. After reading, write a post based on the following questions. Be sure to connect your answers to this reading and the textbook chapter, when relevant: Roberts argues that child welfare system ignores systemic factors (i.e., social and economic factors). Explain what she means by systemic factors and offer an example from the reading. Roberts is critiquing the "residual" policy approach in child welfare. Review the definition of residual policy and institutional policy from Ch. 5 of our textbook (pg. 83-84). What are some policy solutions that could shift from residual to institutional approach. CAPTA, the legislation regulating child welfare, law explicitly states that poverty (and race) cannot be a reason to separate children; yet, poverty is often the precursor to separation. What do you think - what role does race and class have in the child welfare system? Be sure to frame your argument using concepts from readings/PPT (systemic factors, residual policies, racial disparities, bias etc.).
