During your research you should find answers to the following questions: What modes of communication were used'? What words and images became symbolic in creating an "enemy" of the targeted group? Why were those words and images selected? How was the propaganda disseminated, and what evidence could you find that propaganda campaigns escalated over time? Hint: sometimes propaganda is less obvious in the country where the genocide took place and more obvious in the countries who fail to intervene, or sometimes propaganda is used as justification for supporting genocide by powers outside the country perpetrating the violence. Think broadly in your conception of how media works!
Once you have familiarized yourself with the propaganda techniques used, you must argue why and when the world should have recognized what was about to happen. In other words, use your research to argue that the world could have or should have intervened at a certain place in time in order to avert the brutal deaths of thousands of innocent people. I am NOT asking that you lay blame or explain why countries did not act; I am asking you to consider what the warning signs were, and the point at which YOU think the world should have intervened. (As we learned in Syria, intervention takes many forms- political pressure, peacekeeping forces, ground troops, military attacks- you do not have to prescribe intervention methods, but at minimum identify a timeframe you think should be followed for intervention to occur.) In addition to explaining the propaganda techniques used, you must defend your intervention rationale in your paper.
You must include at least three sources- including one media source
You must have a clear thesis and support it with research evidence.
Embedded pictures or appendix sources can and should be provided as appropriate.
