Event
You are at home cooking dinner when you feel the ground begin to shake. Objects are flying off shelves and crashing to the floor. You immediately rush to a nearby door and stand in the doorway for protection. The ground continues to shake for about 2 minutes. Just as quickly as it came, it is gone. Because of your CERT certification and disaster preparedness training, you immediately size up the situation. Once you know your house is secure, you run out front and see that many of the houses in your neighborhood are destroyed or badly damaged. Two of your neighbors run toward you. They are hysterical and ask you for help.
Several more people approach the ICP. One of those that approach is a Battalion Chief of the local Fire Department. You decide to turn over Command to the Battalion Chief.
You are now assigned as the chief of the management function that is responsible for all tactical operations.

You are evacuating victims out of the area into a gymnasium at a school that has been deemed stable. The temperature outside is 40 degrees.
