The state of Iowa passes a law regulating the length of tractor trailers traveling on roads within the state. In particular, the law restricts the length of double tractor trailers. The Iowa Legislature believes that the double tractor trailers cause greater wear on the state’s roads and increase the cost of maintenance on those roads. The Iowa Legislature also believes that the double tractor trailers are less safe than single tractor trailers.

Acme Trucking Company transports goods across the United States to its customers, and its trucks travel on Interstates 35 and 80 through Iowa. Acme uses double tractor trailers to transport the goods.

After the Iowa law goes into effect, Acme files a lawsuit challenging the constitutionality of the law.
