The Buena Vista School Board has been concerned about the drug problem in their school system. Recently, a teacher at one of the high schools was arrested and charged with selling cocaine to students. Naturally, the schools in the district received bad press, and the story even made national news.
The board would like to impose a mandatory drug testing program for all teachers, and they would like to impose it now.
The teachers at the school system are members of a union. The union opposes mandatory drug testing of teachers.
The board is concerned with what the teachers' union might do if they impose a mandatory drug testing program, at least without first speaking with the union's representatives.
A mediation has been arranged between representatives from the board and representatives from the Union
