Case: Countries in the Caribbean share many commonalities including a similar history in the development of their health systems. They have often cooperated to deal with many of the challenges to health which they have had to confront. However, there is need for even greater collaboration and cooperation among the countries in the Region, given the increasing threats to the economies of these countries and the presence of newly emerging and re-emerging problems in the health sector. Efforts therefore have to be focused not only in the fight against disease, but in promoting healthy lifestyles, protecting the environment and increasing the capacity of the health sector to provide quality service and value for money. The countries of the Caribbean recognise that individual approaches to the development of county's health system will not achieve the level of improvement and advancement to the health systems. To achieve this objective a regional strategy for health is the most effective approach to the development of the Caribbean's health services. Regional strategies for the reform of health systems are critical to set the direction the advancement of the health systems. In addition, the Caribbean Health Minister's Conference was established to develop and see to the implementation of policies and monitor at the policy level the progress of the health system.

1. What is the "Treaty of Chaguaramus?  How important is this treaty to the development of the health system? Explain the role it plays. Describe the health care decision-making bodies that are established in the Caribbean.                                                         
2. Describe strategic institutions and policy instruments that nave been implemented and established to support the regional approach to the development of the Caribbean Health System.                                                                                                        
3. Identify two (2) international organizations and explain their role in the development of the Caribbean Health Strategy, and how they influence health policies at both the national and regional levels.
