Introduction

This essay seeks to assess and evaluate the statement that 'It is the role of government funding bodies to commission and fund appropriate health and human services that meet the needs of vulnerable members of the population. It is the role of non-government health and human services agencies who are funded by government to deliver these services without questioning or challenging the ways in which government funding priorities have been developed.'

The essay will take the position that non-government health and human services organisations actually do need to question and challenge government funding priorities in order to advocate for investment and spending in areas of social policy that have a positive impact on vulnerable members of the population.

Presentation of the issue and a review of the literature

Describe the issues that are to be explored. These issues are:

  1. What is the role of government in setting social policy that addresses social problems (homelessness, domestic violence, disability etc)?
  2. What is the role of government in commissioning and procuring services that assist vulnerable members of the population?
  3. What is the role of non-government service providers in tendering for and then receiving government funding and then delivering services to vulnerable members of the population? Why might non-government service providers be better able to deliver services rather than government delivering services themselves?
  4. Why is it that non-government organisations should challenge government funding priorities if certain client needs are not being met?

Body (Presentation of arguments and claims)

  1. Why governments have a responsibility to develop social policy that addresses social problems, and how they can implement social policy by funding programs and services that address the needs of highly vulnerable members of the population
  2. Why non-government health and human services organisations have a role in delivering or providing services, and what their interests and motivations are for delivering services
  3. Why it is that non-government health and human services organisations should be able to challenge government policy setting and funding priorities.
