Question: EMS Role in Disasters: The earthquake in Haiti, Hurricane Katrina, 9/11. Disasters whether man-made or by nature can cause massive devastation. What is the role of EMS in these incidents? In New York State, the law states that at any emergency scene, the Fire Chief is the one in charge of the scene. Paramedics and EMTs oversee the patients, but the ultimate control is under the chief or officer of the Fire Department on the scene. What is the role of EMS in these incidents? Should that role be expanded?
