How long will your program run in order to get sufficient data to evaluate its effectiveness?
What factors/numbers will you use to evaluate the program's effectiveness?
What are your baseline numbers or objectives you will compare the effectiveness of the program to?
What means will you use to record/report your data and results?
What other factors need to be in place for your program to succeed.
