Question 1: What is the difference between a right and a privilege?

Question 2: How would declaring health care a privilege affect the economics of health care reform in the U.S? If it is determined that health care costs would be reduced, explain what other areas of society would be affected by denial of care to those unable to pay for basic health care and who would then become unable to work and support themselves. What would be the cost of maintaining those areas outside the health care system? Such examples might include the costs of maintaining the criminal and juvenile justice systems, costs from an increased level of social security disability payments, housing for those unable to work because of chronic, debilitating diseases and illnesses, costs of treating the spread of infectious diseases to the general public, and other social costs that would most likely be borne by society as a whole.
