What is the correlation between David Garland chapter "Punishment and Sensibilities: A Genealogy of Civilized Sanctions" and chapter " Punishment as a Cultural Agent: Penality's Role in the Creation of Culture"? In this book understanding the key thesis has been challenging because the book is clearly bout punishment, but each chapter sounds like previous chapters and remembering the main focus tends to get lost in transit for me.
