SUBJECT: Identify the subject (i.e. Critical Infrastructure Protection). Include an explanation for your Principal (Secretary of Deputy Secretary) who may not know the subject. This "Subject" section is not just about the subject but more importantly what you want your principal and the audience to know: i.e. the message you want to your senior official to deliver to the policy forum.

POSITIONS:

Outline a few simple talking points (bullets) for each aspect of each issue that is important to your organization. Consider the following topics:

• What is the course of action your organization recommends? Why?
• Your Principal (senior representative) should be prepared to discuss what capabilities and resources your organization has that support the course of action.
• Are these capabilities within your organization's normal jurisdiction or "Mission" area? (for example, DEA, FBI, and Defense Department have airplanes. Only DoD would use them for disaster relief missions)
• How long will it last? Will this be a permanent or temporary commitment for your organization?
• Who is paying for it this course of action? If your organization recommends it can you afford it? (Take it out of hide) If not, is the executive branch (NSC) going to request additional funds from the Congress?
  • How much can you do with half the money? You will likely not receive all the money you request. Be sure to tell your Principal how much you can accomplish with most or half the requested amount.
• What is the chain of command for implementation? Which agency or department is the most logical one to lead efforts given the circumstances?

For each of these talking points (There may be more) you should provide enough details so your senior representative and others around the table understand the issue, background, and your organization's position.
