Contract negotiations may or may not lead to a successful conclusion for both parties. Many times the negotiating teams cannot come to terms and this leads to an impasse, a deadlock that could lead to either a strike, or a lockout by the company.The Federal Mediation and Conciliation Service was created by the Taft-Hartley Act to provide an alternative to an impasse by helping both parties with non-binding services to resolve their differences. Mediation is covered more fully in your text starting on p. 409.Attached is a relevant article that describes the key strategic and tactical steps of what a mediator does, and tries to accomplish.
