The framework, as a procurement strategy, presents extra considerations for enterprises that do not already have a social benefit emphasis and seek to cooperate with the Victorian government through the procurement process. Businesses must implement the framework's objectives into their business offers and bidding methods as recommended to increase their chances of obtaining and keeping government contracts.
