Assignment:

The country of Rohanda bans the import of cigarette products to protect Rohanda tobacco farmers and the government monopoly on the sale of tobacco products. Despite the ban on imports, U.S. Tobacco, Inc., "Primo" brand of cigarettes has about 20 percent of Rohanda's cigarette market as the result of black-market sales. Moreover, Rohanda allows U.S. Tobacco, Inc. to advertise Primo in Rohanda, and government officials in the customs office and elsewhere in the government receive cash payments and gifts from U.S. Tobacco in exchange for permission to advertise Primo in Rohanda.

Rohandans believe there is nothing morally wrong with any of this. Moreover, such payments are common because the country is poor, and government officials are not paid enough to support their families. In addition, Primo cigarettes are much lower in tar and nicotine than cigarettes manufactured in Rohanda, and therefore not as damaging to user's health.
