In his book, the Parliament of Man, Paul Kennedy writes "What is incontestable is that the UN's founders had, in some way, created a new world order" (pg. 45). In your view what, if anything, was "new" about the world order that the UN created? Moreover, what factors do you think best explain the character and design of the UN?

In your answer you should reflect on:

A) the period leading up the founding of the UN as well as debates during the founding period; think about who the major actors were and what interests and ideas they had;

B) the design of the UN as outlined in the Charter; think about how the Charter allocates power to different actors and parts of the UN system as well as the ideas/principles it espouses;

C) the factors and dynamics that best explain the character of the UN; think about the dynamics and factors emphasized by the different theoretical approaches to the UN and how those help us understand its character.
