Judge Sam, upon release from the hospital, decides he does not want the publicity of a trial and visits the prosecutor to advise her that he will not appear as a witness. Judge Sam believes that without him as a witness, the charges will have to be dropped; however, he is surprised when the prosecutor advises him that her office has a "no-drop policy" regarding domestic violence cases.
